Joint Sub Committees

For the 2007-13 period, the Regional Assembly has established two joint sub-committees

1. National Development Plan

2. Regional and Rural Affairs

Each committee comprises equal membership of elected members and public officials in the region.  The joint sub-committees meet 4 times per annum and are chaired by an elected member.

The main functions of the Sub-Committees are:

  • to review the implementation of the relevant Programmes and put forward recommendations arising from this review;

  • to be briefed on the outcomes of the Monitoring Committees for the Programmes by the Assembly Member and Observer who represent the BMW Region on the Monitoring Committee;

  • to advise and inform the Assembly in relation to policy issues and to prepare and discuss draft policy documents for consideration by the elected Assembly; and

  • to request representatives of relevant Government Departments and Agencies to attend and address meetings of the sub-committee.

North - South Committee

In order to strengthen the Regional Assembly’s role in relation to North-South Co-Operation, and to provide a forum where north-south co-operation issues can be discussed in greater detail, the Regional Assembly has established a North-South Committee in 2002 comprised of 9 elected members (3 from each Regional Authority area) and chaired by the Cathaoirleach of the Assembly.  The North –South Committee usually meets on the same day as the full Assembly.

The role of the committee is to

  • To review the implementation of the PEACE Operational Programme and the Interreg Community Initiative and put forward recommendations arising from this review;

  • To review the implementation of the north-south co-operation aspect of the measures in the BMW Regional Operational Programme and put forward recommendations arising form this review;

  • To advise and inform the Assembly in relation to north-south co-operation issues;

  • To request representatives of relevant Government Departments and Agencies to attend meetings of the sub-committee;

  • To promote greater cross-border links and co-operation; and

  • To identify areas of potential co-operation on an ongoing basis advantageous to the economic and social life of the Border region and the BMW Region as a whole.
