The Irish Regional Assemblies have over ten years experience in the preparation, management, monitoring, financial control and evaluation of national, regional, cross-border and trans-national EU Structural Funds Programmes.
Title: Submission to the National Reform Programme Description: The Border, Midland and Western Regional Assembly welcomes this opportunity to contribute to the development of the National Reform Programme for Ireland. Our interest in the National Reform Programme (NRP) process as a NUTS II Regional Assembly and as a Managing Authority for the ERDF co-financed BMW Regional Operational Programme (OP) is primarily in two areas. First, the role that we may play as regional partners in the elaboration of Ireland’s NRP Strategy, as envisaged in the new Europe 2020 Strategy; and second, the contribution that EU Cohesion Policy as administered through the Regional OPs, can make to the achievement of Ireland’s commitments in the years ahead. 2010Title: Submission on the The Shape of the Common Agricultural Policy Post 2013 Date: June 2010 Description: Agriculture and rural development policies have a critical role to play in stimulating the economic development of the BMW Region. The areas with the lowest family farm incomes are also those in which alternative or supplementary income opportunities are most limited, raising the need for a greater emphasis on regional and social cohesion in agri-rural policy.
Date: January 2010 Description: This submission is largely framed around what we consider the context, rationale, goals (scope) and delivery mechanisms for Cohesion Policy should be, post 2013. The submission then reviews some specific features of the policy such as the territorial co-operation (INTERREG), urban and rural development dimensions, financial engineering and administrative simplification. A number of clear recommendations are then made, based on this analysis.
Title: Submission to Commission Working Document on the Future EU 2020 Strategy Date: January 2010 Description: The Border, Midlands and Western (BMW) Regional Assembly is a NUTS II Regional Authority in Ireland and is the designated Managing Authority for two Regional Operational Programmes (2000-06 and 2007-13), the National Contact Point for two Territorial Co-operation programmes and has been the Managing Body for two Regional Programmes of Innovative Actions (2002-04 and 2006-08). Over the past number of years the Regional Assembly has contributed to the Irish Government’s National Reform Programmes and Annual Reports and has also been a regional correspondent for the Committee of the Region’s Lisbon Monitoring Platform and in this capacity has participated in EU -level seminars and workshops on the Lisbon Strategy to 2010 and has acted as independent expert on a number of enterprise-related opinions by Irish Rapporteurs to the Committee of the Regions. 2009Title: Border, Midland & Western Regional Assembly Submission to the Innovation Taskforce Date: September 2009 Description: The Border, Midland and Western (BMW) Regional Assembly welcomes this opportunity to make a submission to the Government's Innovation Taskforce. This paper will focus on a number of priority areas which the Assembly considers to be the key challenges and will outline a range of effective policy proposals to develop Ireland‟s innovation levels.
Date: February 2009 Description: The Border, Midland and Western Regional Assembly welcomes this opportunity to submit proposals to the review of the Rural Development Programme 2007-13 which arises from the availability of an additional €120m following the recently completed CAP Health Check. The review was considered at a meeting of the Regional and Rural Affairs Committee of the Regional Assembly on February 13th and the proposals made herein have been prioritised in order of preference arising from this discussion.
Date: January 2009 Description: The Border Midland and Western Regional Assembly welcomes the publication of the Green Paper on Territorial Cohesion and welcomes the opportunity to participate in the debate by responding to some of the debating points listed in the Green Paper. This submission to the debate broadly follows the format of the questions for debate set out in the Green Paper. In the first instance, there are some general remarks on the Green Paper itself and this is followed by responses to the questions posed in section 4 of the Green Paper. 2008Date: December 2008 Description: The Border, Midland and Western (BMW) Regional Assembly welcomes this opportunity to meet the Minister for Science, Technology and Innovation to discuss the relationship between the Science, Technology and Innovation (STI) policy and balanced regional development in Ireland. This paper presents an overview of research and development (R&D) and innovation in the BMW Region and examines a number of key issues for the BMW Region.
Title: Joint Submission of the Regional Assemblies on the Future of Cohesion Policy Date: November 2008 Description: In preparing this submission, the Regional Assemblies have drawn on their wide experience in the preparation, management and monitoring of a range of EU programmes including the Regional Operational Programmes 2000-06 and 2007-13, Interreg programmes 2000-06 and 2007-13 (across all 3 strands), Innovative Actions Programmes 2002-04 and 2006-2008 and crossborder PEACE programmes.
Title: Joint Submission of the Regional Assemblies to the National Reform Programme 2008 -2010 Date: September 2008 Description: The Border, Midland and Western (BMW) and the Southern and Eastern (S&E) Regional Assemblies welcome this opportunity to make a submission to the development of the National Reform Programme (NRP) 2008-2010, particularly given that regional bodies were not consulted during the process of preparing the previous NRP 2005-2007, and have come together to make this joint submission. The development of a new NRP represents an opportunity to incorporate objectives and address issues pertaining to regional development in Ireland. This paper will address the micro-economic priorities and employment policies as outlined in the previous NRP 2005-2007, as well as regional policy coherence and engagement of regional bodies in the development, assessment and reporting of NRP related documents.
Title: Submission to the Green Paper on Local Government Public Consultation Date: July 2008 Description: This consultation process presents a timely and real opportunity to access the structures and functions of regional and local government actors in Ireland. Irish regional policy has largely been driven up to now by concerns for compliance with EU regional policy requirements however, the EU’s influence on Irish regional policy is now on the decline. There is an urgent need to evolve a coherent Irish regional policy with clear measurable aims, specific resource allocations and appropriate governance mechanisms at national and regional level. This paper will concentrate on the regional governance aspects only of local government reform, it would not be appropriate to make recommendations on other elements of local government.
Title: Submission to the Evaluation of the Science, Technology & Innovation Programme Date: June 2008 Description: This paper will examine the coherence between the STI Programme and the Government objective of balanced regional development as set out in the National Development Plan 2007-2013 and will discuss a number of key policy proposals to improve the impact of STI in the BMW Region.
Date: April 2008 Description: The Border, Midland and Western (BMW) Regional Assembly welcomes this opportunity to make a submission to the Department of Transport’s consultation on a 2020 Vision for Sustainable Travel and Transport for Ireland. This paper sets our response to the issues raised in the consultation paper as well as identifying key policy deliverables that will enable this vision to be realised.
Date: March 2008 Description: This paper is a joint brief from the Border, Midland and Western (BMW) Regional Assembly and the Western Development Commission (WDC) setting out our priorities in relation to the review of Towards 2016, the Ten-Year Framework Social Partnership Agreement 2006-2015. Both organisations play an important role in promoting regional development and in ensuring that national policies take the needs of regions into account. The current Towards 2016 document does not fully reflect the fact that balanced regional development and an effective spatial structure are fundamental to ensuring sustainable national growth and a more equitable society.
