8.12 PartnershipIn accordance with Articles 11 and 32(2) of the General Regulation, the Managing Authority has prepared this Operational Programme following consultation with national regional and local authorities, representatives of economic and social partners and non-governmental organisations. This builds on the well-established institutional arrangements that have been put in place as part the Irish social partnership process, up to and including the current agreement Towards 2016, and which was successfully applied to the previous programming periods. Details of the partners engaged in the preparation of the OP are set out in Chapter 1 and a list of the organisations with whom meetings were held and those that made submissions is attached in Annex 3. Many of the partners referred to above will be actively engaged in programme implementation as Intermediary Bodies and beneficiaries of the interventions. This partnership principle is also strongly reflected in the membership of the OP Monitoring Committee, which is set out in section 8.2. and in the conduct of evaluations as set out in section 8.7. Local authorities will be responsible for commissioning rural water source protection and pilot sewerage treatment facilities and for commissioning and co-ordinating urban regeneration investments.
